New RI House leaders won’t commit to IGT deal

PROVIDENCE — With new leadership in the Rhode Island House of Representatives, the proposed 20-year, no-bid IGT Lottery deal is no longer a sure thing.

In a lookahead interview on Tuesday, Warwick Democrat K. Joseph Shekarchi, the presumptive incoming House Speaker, spelled out a host of questions and concerns about the proposed $1-billion deal that International Game Technology is seeking from the state in exchange for a 1,000-job commitment.

“It needs a full public vetting and hearing. Without hesitation, I can tell you that,’’ Shekarchi told The Journal.

Among them: “Whether we as a state should own the Lottery machines, or we should lease the Lottery machines,” Shekarchi said.

“I’ve also heard from members regarding the Instant Tickets, the so-called scratch tickets. . Are we getting our fair bang for the dollar?”

“I also want to hear why it is a good deal to go into a 20-year contract, when in 2019 Twin River spent a lot of money [on] advertising . saying it is such a bad deal” — but “now that they are getting some of the benefit, it’s all of a sudden a good deal,” Shekarchi said of IGT’s new business partner and former archrival, Twin River Worldwide Holdings.

“I am not saying the deal is bad or good,” Shekarchi said. “I just have questions and I want those questions answered in a public forum.” (He said the 14 incoming House freshmen are also entitled to a fresh look at the proposal.)

The stakes are high. State-sponsored gambling — including the live table-game action and video-slot play at the two casinos — is Rhode island’s third-largest source of state revenue. It had been producing nearly $400 million a year for the state treasury until competitors in the region took a bite out of Rhode Island’s gambling revenue and COVID-19 forced temporary casino shutdowns.

In its report, Christiansen said: “It is important to remember that, in 2020, this is more than just a contract extension. By entering into this contract, the [Rhode Island General Assembly] would also be locking in gambling policy for the next 23 years.”

The consultant questioned why Rhode Island continues to lease the machines at all, at a percentage of gambling revenue, when the vast majority of slot machines in North America are purchased.

Of the IGT-run “central monitoring system” for the thousands of video lottery terminals at the state-run Twin River casinos in Lincoln and Tiverton, the report said: “Based upon our analysis of comparable jurisdictions, Rhode Island is paying considerably more than its peers for a VLT Central Monitoring System [CMS] only covering two facilities.”

“I think all of these questions surrounding the deal need to be answered and vetted in a public forum,” Shekarchi said Tuesday.

Asked if he has any discomfort with a no-bid contract of this magnitude, he said: “None whatsoever. As long as it’s a good deal, I’ll sign tomorrow. I am not convinced yet.”

Tuesday’s wide-ranging interview with Shekarchi and Rep. Christopher Blazejewski — the 2021-22 House majority leader — covered a lot of other ground, including logistics for House sessions in the pandemic.

“For the foreseeable future, until the COVID vaccine enables us all to safely gather at the State House, we have determined that it is best,” Shekarchi said, to meet at the 950-seat Veterans Memorial Auditorium. (“We are seeking to reserve the Vets for the first two months of the year, with the ability to extend the contract on a month-to-month basis,” a spokesman said.)

House leaders are not yet willing to go as far as Senate President Dominick Ruggerio did Monday when he promised to make the prohibition of guns on school grounds a Senate priority in 2021.

“If you are not a law-enforcement officer or school security guard, there is no good reason to be carrying a firearm on school grounds. That’s a recipe for disaster. We need to ensure our children are safe in school,” Ruggerio said.

While Blazejewski has cosponsored similar legislation in the past, Shekarchi said, “I look forward to hearing from all sides on that particular bill.”

Taxes

While raising Rhode Island’s top income-tax rate on high-earners is a top priority for progressive Democrats and unions, Shekarchi worries it will “scare [off] high net-worth people.”

“One thing that the pandemic and COVID has taught us: It is very easy to work remotely. Are people going to take up residence in a [more] tax-friendly state?”

Marijuana

Raimondo and Senate leaders are keen to legalize recreational marijuana sales this year, but Shekarchi is circumspect.

“I don’t have a particular leaning,” he said. “We need to look at the benefits of it and detriments.”

He said he intends to create a marijuana task force.

Minimum wage

The top House Democrats are similarly coy about if and when Rhode Island might move to a $15-an-hour minimum wage, something neighboring Massachusetts is set to put in place by January 2023 and Connecticut by June 2023. Rhode Island’s lowest-paid workers now make $11.50 an hour.

“We want to be sure Rhode Islanders who are working are getting the same benefits that workers in Massachusetts and Connecticut are getting in terms of wages,” Blazejewski said. “We will look to see what is the right time period and time path to make sure we are not out of step with Massachusetts and Connecticut.”

Car tax

In 2016, House Speaker Nicholas Mattiello made gradually eliminating the car tax his top priority.

Does Shekarchi have the same determination to cut the tax?

“It’s not a top, top priority for me, but I will tell you it is very popular among our caucus and my constituents in Warwick,” Shekarchi said. “So I would like to keep [the planned cut] in there. I worked very hard to keep it in the budget we passed last week. But everything is on the table.”

The next scheduled cut in the car tax, for the year starting July 1, is projected to cost the state $140 million, nearly $30 million more than it did this year.

Fuel tax

Rhode Island, Massachusetts, Connecticut and the District of Columbia on Monday entered a regional compact to charge wholesalers of gasoline and diesel for the greenhouse gas emissions that result from their products. The collections would go toward projects that combat climate change.

Lawmakers will have to sign off on the Transportation Climate Initiative if it is going to happen.

“We need to do a deep dive into this,” Shekarchi said. “It is new, so I look forward to hearing from the advocates for and against.”
