First SC lottery tickets printed, games on schedule for January 7 launch
December 10, 2001 – Four instant win scratch off games will kick off South Carolina’s lottery January 7th. Monday the first of those game pieces began being printed in Georgia.
South Carolina Governor Jim Hodges and Lottery Chairman C.B. Smith became the first two people to scratch off the game pieces at the Scientific Games International plant in Alpharetta, outside Atlanta. Hodges says, “I’m excited. This is something that will make a difference in education in our state. . To put them in your hands, to see the Palmetto trees on them. Seeing that made it real.”
Most of the tickets are $1 games offering top prizes of $2000 to $5000 with odds of winning about one in five. Tickets like Carolina Riches, which sell for $2, have a $100,000 jackpot for one winner. Their odds are on the back of the ticket, as well as the words “play responsibly.”
The lottery commission has ordered 19 million of each of these first four games for a total approaching 80 million. The state expects to sell out the tickets in the first month and a half.
Thursday the first tickets will be shipped to a secure warehouse in Blythewood before going on sale at 6am on January 7th at about 3000 outlets statewide. In March, online games like Pick 3 are scheduled to begin, and chairman Smith says the commission is ready, “We’re excited. We’re going to have a really top notch lottery in South Carolina.”
Lawmakers have yet to decide exactly where money raised by the lottery will go. The lottery is modeled closely after Georgia’s and will raise money for the South Carolina HOPE Scholarship. The scholarship will pay $2,000 toward the first year at a four-year state college.
In addition to helping college students, the ticket sales may financially help gas stations, family-owned businesses and chain stores, some of which took a hit after video poker was banned July 1st, 2000.
Whether South Carolina participates in multi-state games, such as Powerball and The Big Game, is also up in the air. With those games, jackpots could reach $300 million.
South Carolina Education Lottery tickets aren’t scheduled to go on sale until January, but the state’s first lottery tickets came off the presses Monday at a plant in Georgia. The first tickets are all instant win scratch and win games with prizes starting at a free game, similar to most lotteries in action, but unmistakably South Carolina’s in design.
