A MESSAGE FROM GARY GRIEF, EXECUTIVE DIRECTOR, TEXAS LOTTERY COMMISSION

Welcome to the Texas Lottery Website. I’m glad you have taken the time to learn about the Texas Lottery and the important contributions that the Texas Lottery makes to public education and veterans’ assistance in Texas.

The Texas Lottery continues to be one of the most successful lotteries in the country – because of our players and retailers. Through our scratch ticket and draw game methodologies, which are unparalleled to the lottery industry, we enjoyed another record-breaking fiscal year, which ended on Aug. 31, 2019. For the first time in our 27-year history, lottery sales broke through the $6 billion mark. The past fiscal year marked the 11 th consecutive year that the Texas Lottery recorded sales growth from the previous year, including a ninth straight year that a new sales record was attained, with $6.25 billion in total sales. These record sales allowed for a total contribution of $1.637 billion to Texas schools and veterans’ causes, also a new record.

This year’s revenue transfer included $1.617 billion to the Foundation School Fund – which is more than 7% of the state’s budgeted share of public education spending for Fiscal Year 2019 – and $19.4 million to the Fund for Veterans’ Assistance. The Texas Lottery has now contributed more than $24 billion to Texas public education and more than $120 million to Texas veterans since the dedication of such funds by the Texas Legislature.

What has made these recent accomplishments so impressive is the fact that the Texas Lottery has faced budget cuts in almost every category over the past few years, including advertising, scratch ticket printing, research, full time positions, retailer promotions and retailer bonuses. And yet, our careful spending last year kept administrative costs to just 3.97% of Fiscal Year 2019 sales, one of the lowest administrative expenditure rates in the country. Any unspent administrative funds are returned directly to the Foundation School Fund, which funds the operational needs and special program services for Texas school districts, including teacher salaries, utilities, equipment, bilingual education, special education, gifted and talented education, and career and technical education.

The Commissioners

Robert G. Rivera, Chairman

Robert G. Rivera of Dallas is a Director at FMSBonds, Inc. He previously served on the Arlington, Texas city council from 2005 to 2017, and he is a former chairman of the Arlington Convention and Visitors Bureau. He previously served as a board member for several non-profit & civic organizations, including YMCA; Big Brothers, Big Sisters; the Salvation Army; and the National Association of Latino Elected Officials.

Rivera received a Bachelor of Arts from The University of Texas at Arlington.

Governor Greg Abbott appointed Rivera to the Texas Lottery Commission on August 10, 2015 for a term to expire on February 1, 2021. On July 21, 2020 Governor Abbott named Mr. Rivera as Chair of the Texas Lottery Commission.
